<P>PROBLEM TO BE SOLVED: To improve the simultaneous usability of a service by suppressing the labor of the provider of the service. Ž<P>SOLUTION: When receiving a use request from a client CL, a service SV determines the priority to "low", and adds it to a use request queue RQ. Also, the server SV stores an image received from the server SV, and when receiving the use request of the image from mediating devices AG1 to AG3 which provide the image, the server SV determines the priority to "middle" to "high" according to the evaluation values of the mediating devices AG1 to AG3, and adds the priority to the use request queue RQ. The server SV successively acquires the use request queue RQ in the order of the use request whose priority is the highest, and transmits the image corresponding to the use request. The server AV calculates the evaluation values of the mediating devices AG1 to AG3 in response to the use request transmitted to the mediating devices AG1 to AG3 in a tentative way.
