PROBLEM TO BE SOLVED: To provide a specifications creation support device for reducing labor to create specifications. SOLUTION: The specifications creation support device includes: an extraction means for extracting, from specifications equipped with a first component having a first identifier, a second component having a second identifier, and a third component having a third identifier showing that the first component is associated with the second component, and including an evidence that the first component is associated with the second component, the first component based on the identifier as the first node of a map, and for extracting the second component based on the second identifier as the second node of the map; and a relevancy analyzing means for generating a relevancy map by applying a branch connecting the first node to the second node based on the third identifier to the map, applying the evidence included in the third component to the map by associating it with the branch.
