PROBLEM TO BE SOLVED: To provide a simple and highly reliable method for discharging exhaust gas and injecting an electrolyte. SOLUTION: The method is characterized in that: a plus through-hole part (5) is formed at a nearly-central part of a plus lead wire (1) formed of a conductive material in a lithium ion battery or an electric double-layer capacitor; a minus through-hole part (6) is formed at a nearly-central part of a minus lead wire (2) on the other side; and they are arranged at upper surface ends or lower surface ends of an outer case (7) by being sealed through a seal part (3) along with a chemical reaction part (4) containing an electrolyte.
