<P>PROBLEM TO BE SOLVED: To simulate the state of a wheel changing following the movement of a suspension. Ž<P>SOLUTION: A simulator 52 obtains a response with a tire drive torque obtained from a measurement value of a dynamometer 2 as an input value to a vehicle model, thus simulating the movement of a test vehicle 1 and calculating the longitudinal traveling speed of the test vehicle 1 and linear wheel velocity, namely the longitudinal traveling speed of each wheel relative to a vehicle body, by the movement of suspension. A dynamometer control section 6 obtains a ground traveling speed of each wheel as a traveling speed where the linear wheel speed of the wheel has been added to the longitudinal traveling speed of the vehicle body of the test vehicle 1 for each wheel, and controls the rotational speed of a roller 21 in the dynamometer 2 so that each wheel becomes a rotational speed equivalent to the ground traveling speed of the vehicle for each wheel.
