PROBLEM TO BE SOLVED: To reduce arithmetic processing amounts and memory capacities to be used, by a user terminal and a quality management terminal.

SOLUTION: A user terminal includes: an IP packet analysis section 101 for determining quality information required for quality estimation when quality deterioration of contents occurs between an information transmission terminal 1 and the device of the user's own terminal; and a quality information feedback section 103 for transmitting the quality information to a quality management terminal 4. The quality management terminal 4 includes: a transmission information storage section 201 for storing information of contents to be transmitted from the information transmission terminal 1 to user terminals 2A-2N; and a quality estimation section 104 for estimating, on the basis of the stored information of contents and the quality information, the quality of contents in the user terminal that has transmitted the quality information, and estimating, for the user terminal that has not transmitted quality information, the quality of contents at the user terminal that has not transmitted the quality information, on the basis of the stored information of contents.
