<P>PROBLEM TO BE SOLVED: To avoid all the communications among a monitoring unit and residence control units from becoming disabled, and to enable communication even for a residence control unit, of which the communication between with the monitoring unit has become disabled. Ž<P>SOLUTION: When a communication line 860 is short-circuited due to the occurrence of a residence fire, a physical wiring connection is disconnected between the residence control unit having detected the fire occurrence and the residence control unit connected in the upstream direction by one unit. Thus, it is possible to prevent the influence of short-circuiting of the communication line 860 from spreading upon the residence control units connected more upstream than the residence control unit having detected the fire occurrence. Furthermore, in a residence control unit to which power supply has been suspended due to the disconnected wiring connection, a radio terminal 950, driven by power supplied through other than a wiring cable, is moved to a state capable of communication by means of a radio signal, making it possible to prevent the influence of the short-circuiting of the communication line 860 from spreading, on the residence control units connected in the downstream direction, including the residence control unit that has detected the occurrence of fire.
