<P>PROBLEM TO BE SOLVED: To effectively use a control channel when a broadcast channel is assigned to a resource block. Ž<P>SOLUTION: A base station for transmitting a radio frame configured by multiplexing an L1/L2 control channel with a part of subframes to transmit a shared data channel includes: a broadcast channel generation unit 101 for generating a broadcast channel; an L1/L2 control channel generation unit 103 for generating at least one broadcast channel control information out of an updating flag for reporting whether the information of the broadcast channel is changed or not, assignment information of the broadcast channel and L3 control information of the broadcast channel as an L1/L2 control channel corresponding to the broadcast channel; and a multiplex unit 109 for multiplexing the broadcast channel, the shared data channel and the L1/L2 control channel with the subframe.
