PROBLEM TO BE SOLVED: To perform image filtering to images in a rectangular area with a small memory capacity. SOLUTION: When encoded data is input, a controller 102 instructs a decoder 103 to perform processing in an analysis mode. The decoder 103 temporary decodes the input encoded data to output bit position information of a pixel block at the left end of the image to a decoding table generator 101, and the decoding table generator 101 registers the bit position information of the pixel block at the left end of the input image in an inside decoding table. Then, the controller 102 instructs the decoder 103 to perform processing in a decoding mode, and sets the bit position of each pixel block stored in the decoding table and the number of pixel blocks in the horizontal direction. The decoder 103 decodes pixel blocks by a set block number from the set bit position, and outputs the decoded image data to an image processor 104, and the image processor performs filtering to the image data.
