PROBLEM TO BE SOLVED: To determine existence of water in a container for an inspection object by using a communication characteristic of a radio IC tag without opening/closing the container for the inspection object, and without using a method for sticking/enclosing the radio IC tag onto/into the inspection object. SOLUTION: An inspection terminal is provided on a terminal body part with the IC tag for performing radio communication by a frequency band wherein a communication distance becomes short by being influenced by liquid, and an IC tag reader for performing communication request to the IC tag. Determination processing is performed in response to the communication request performed to the IC tag by the IC tag reader, namely, when a response from the IC tag is received, it is determined that liquid does not exist in the periphery of the IC tag, and when the response from the IC tag is not received, it is determined that liquid exists in the periphery of the IC tag.
