PROBLEM TO BE SOLVED: To provide a moving image decoding apparatus corresponding to H.264 for decoding moving images in a correct display order, even when the decoding is started from a picture in the middle of a sequence.

SOLUTION: When a POC (Picture Order Count) type "1" is determined (S22, YES) and a recovery point SEI is detected (S26, YES), the maximum frame number MaxFrameNum (or an integral multiple thereof) is set as an initial value of a frame number offset FrameNumOffset. A correct value is obtained thereby as a relative value of POC when the decoding is started from a picture at the recovery point SEI.
