<p><P>PROBLEM TO BE SOLVED: To provide a video encoder by which high-speed conversion and dubbing of video data is possible without reducing a frame rate even in transcoding and dubbing accompanied by resolution conversion. <P>SOLUTION: When an HD image is encoded and recorded, a transcoder 100 simultaneously encodes an SD image in which the resolution conversion of a local decoded image has been performed as well. At this time, only a piece of data (encoded data of a B picture) with high encoding efficiency among pieces of SD resolution encoded data is recorded in a primary recording medium 109. In conversion dubbing, the encoded data of the B picture is integrated with encoded data on a picture (I/P picture) to which re-encoding is performed, and an integrated bit stream is recorded in a secondary recording medium 112.
