<p><P>PROBLEM TO BE SOLVED: To provide equipment operation controller and program for minimizing the time until finishing an operation. <P>SOLUTION: This equipment operation controller/program calculates an operation cost, referring to an operation cost table in which operation content of a hard button operation, a touch operation and a voice operation are associated with a reference time of each operation content, for each stage, when searching and setting a destination, by inputting information of a corresponding item in each stage such as a stage 1 for selecting a menu, a stage 2 for selecting a function, a stage 3 for inputting a character and a stage 4 for selecting the destination from a searched result, in a car navigation system receiving an input using a hard button, a touch panel and voice.
