PROBLEM TO BE SOLVED: To provide a functionally gradient material for sealing in which cracking is suppressed, even with few number of layers, for facilitating manufacturing. SOLUTION: The functionally gradient material FGM for sealing includes an insulating layer 1 and a conductive layer 2. The interface B between the insulating layer 1 and the conductive layer 2 contains an insulating substance and conductive substance, and is formed into a roughened shape. Accordingly, even if tensile stress is produced in the direction along the interface B, excessive deformation in the direction along the interface B will be suppressed by the drag generated by the roughened shape, and the occurrence of cracks are effectively suppressed.
