PROBLEM TO BE SOLVED: To extract similar feature data from a number of probe data, add traffic information to a road section, to which its feature data corresponds, on real time basis, and to distribute. SOLUTION: With respect to the probe data for the certain road section stored in a present probe data storage part 21, a center device 10 performs feature space projection processing by a feature space projection processing part 14 and extracts its feature data, determines the road section corresponding to its feature data, assigns event information, and distributes through the event information distribution part 18 by a changing point detection part 15, an event section division part 16 and an event assignment part 17. By a probe data division part 34 and an orthogonal component decomposition part 35, an in-vehicle terminal device 30 performs division of the probe data and the decomposition of the orthogonal component using principal component score vector acquired from the center device 10 and aims to reduce the probe data to be uplinked.
