PROBLEM TO BE SOLVED: To provide an on-vehicle control device and a method for supporting easing of traffic congestion caused by reduction in speed of a vehicle. SOLUTION: This on-vehicle control device 30 is provided with a communication function transmitting/receiving data to/from another vehicle, an own vehicle information acquisition part 1 acquiring own vehicle information including at least a speed of an own vehicle 10, an other vehicle information acquisition part acquiring other vehicle information including at least a speed of a first preceding vehicle 11 traveling ahead of the own vehicle 10 by using the communication function of the own vehicle 10, a response decision part 6 deciding whether acceleration/deceleration of the own vehicle 10 is necessary or not for compensating a vehicle distance change caused between past acquisition and current acquisition based on the speed information acquired in time series of the own vehicle 10 and the first front vehicle 11, and a display part 7 notifying decision content by the response decision part 6 to an occupant of the own vehicle 10.
