PROBLEM TO BE SOLVED: To provide a cleaning device which exhibits stable cleaning capability even in a high-temperature state and an image forming apparatus which has such a cleaning device and performs excellent image formation. SOLUTION: The cleaning device includes a plate type member 332 which removes toner from a surface of a cleaned body 10, moving having the toner stuck on the surface, by bringing its end into contact with the surface of the cleaned body 10; a toner storage unit S where the toner removed by the plate type member moves to temporarily be stored; stagnation members 3341 and 3342 which are opposed to the cleaned body across the contact place where the plate type member contacts the cleaned body and making the toner removed from the surface of the cleaned body to move toward the toner storage unit temporarily stay at the contact place; a temperature detector 334 which detects the temperature of the toner staying at the contact place; and a releasing unit 3342 which temporarily releases the toner staying at the contact place when the detection result of the temperature detector indicates a predetermined high-temperature state.
