PURPOSE: A building block with a color layer and a manufacturing method thereof are provided to improve the outer appearance of a retaining wall by a color wall and supply the building block with the color layer inexpensively. CONSTITUTION: A manufacturing method of a building block with a color layer comprises the following steps. The fixed amount of general concrete is supplied to a building block mold(20) and moves a side plate(22) to form a color layer of the building block. Vibration is applied on the building block mold frame and a presser and the side plate are returned. Color concrete is supplied to a space in which a side plate is moved back and progresses the side plate and the presser is descended. The vibration is applied on the building block mold frame and the presser and the side plate is returned and the mold is removed.
