<P>PROBLEM TO BE SOLVED: To provide an image processing apparatus for performing region segmentation-classification of an image at higher speed with higher accuracy. Ž<P>SOLUTION: The apparatus includes a region extracting section A101 that extracts a partial region from an image, a determination rule generating section A102 that generates rules to determine the partial region, a partial region comparing section A103 that performs comparison for determination by pixel comparison of the partial region, a determination section A104 that performs determination based on the determination rules, a determination rule selecting section A105 that selects an appropriate determination rule out of the determination rules, a determination rule storing part A106 that stores the selected rule, a determination rule statistics calculating section A107 that calculates statistical information of the determination rules, a determination rule statistic storing part A108 that stores the statistical information, a determination rule feature calculating section A109 that calculates a feature value from a determination result of the partial region and the determination rule statistics, a determination rule feature storing part A110 that stores the determination rule feature that each class classification has, and a determination rule feature comparing section A111 that determines the classification of the partial region by comparing the determination rule feature that each class classification has with the determination rule feature calculated from the partial region to be classified.
