SOLUTION: The control device 100 controls a vehicle speed or elevating speed of a mast as a speed of a system including a load. The control device 100 computes estimated disturbance torque 14 corresponding to disturbance torque 13 corresponding to load fluctuation based on a speed input command value 11 and a speed detection value 12. At this time, the control device 100 uses a kinetic equation in the state of no load, and computes the weight of a load based on a difference between a value expressing a force considered to be applied in the case of supposing no load and a value obtained by reversely computing based on a real speed detection value 12.
