<P>PROBLEM TO BE SOLVED: To provide a structure and a manufacturing method for designing the thin configuration of a piezoelectric device. Ž<P>SOLUTION: A piezoelectric vibrator 50 has a piezoelectric vibrating piece 52 inside a package 60. A base 62 constituting the package 60 is formed of a single piece of a base sheet 66 at its bottom, and the base sheet 66 is laminated with a frame member 68 to constitute a boxed structure. The base 62 has a sealing hole 74 for hermetical sealing at the bottom. The sealing hole 74 is formed at the position corresponding to the inner periphery of the frame member 68, and a part of an opening is blocked by the frame member 68. The blocking portion of the opening in the sealing hole 74 of the frame member 68 serves as the stopper of a metallic sealing ball 82, to prevent the metallic ball 82 in the sealing hole 74 from dropping down into a cabinet 70.
