PROBLEM TO BE SOLVED: To generate high-quality and multi-level image data using pixel formative elements of a plurality of kinds of diverging toner concentrations by a simple design without increasing a memory capacity. SOLUTION: In image processing of forming tone image data in which each pixel is represented by a dot pattern of a combination of pixel formative elements of multiple kinds of diverging toner concentrations arranged in a matrix including multiple kinds of columns and multiple kinds of strings, an input pixel data expressed by two or more bits is converted to an intermediate datagram of the same number of bits (S801). A logical operation of mask data corresponding to each column of the matrix and the intermediate data is carried out for each of the pixel formative elements of diverging toner concentrations (S802).
