A method and a system for providing video telephony by using face detecting and tracking are provided to track the face of a user automatically even when the user moves and transmit the tracking information to the other party, thereby improving user's convenience to activate the video telephony. A method for providing video telephony by using face detecting and tracking comprises the following steps of: selecting one of a manual mode, a fixing mode, and an auto mode to start a video telephony service, wherein the manual mode sets a photographing image formed by a first client(100) as a transmission image and transmits the photographing image to a second client(300), the fixing mode transmits the transmission image formed on the basis of an image change in the facial region of the photographing image to the second client, and the auto mode receives a reformed photographing image from the first client and transmits the reformed photographing image to the second client when the facial region of the photographing image is not matched to a preset screen position; transmitting the photographing image to a service management server(200) through a video call processing path; enabling the service management server to detect the facial region from the photographing image to form tracking information corresponding to the preset screen position, and set the reformed photographing image to a transmission image to transmit the reformed photographing image to the second client in the auto mode; and enabling the second client to display the transmission image on a terminal screen.
