PROBLEM TO BE SOLVED: To provide a method of constructing an underwater steel pipe capable of reasonably forming a dry space under water in sheet impermeable dam lakes and water storage ponds without lowering the level of water therein or without closing them. SOLUTION: First, steel pipes are suspended under the water, and the lowermost steel pipe 11 having an uneven adjustment rubber 21 at the bottom is installed in the bottom. Next, the second steel pipe 12 is connected watertight onto the lowermost steel pipe 11, and the third and subsequent steel pipes are connected watertight in order to the second steel pipe 12 and subsequent steel pipes, and the upper part of the uppermost steel pipe 16 is positioned above the water. Then, the watertightness of the lower end of the steel pipes is secured by adhering, under the water, the outer peripheral part of a water cut-off sheet 25 fitted to the lower end of the lowermost steel pipe 11 to an existing water cut-off sheet at the bottom. The dry area is formed in a steel pipe column installed under the ground by discharging water from the insides of the steel pipes starting at the uppermost steel pipe 16 toward the lowermost steel pipe 11.
