PROBLEM TO BE SOLVED: To prevent a failure of HDMI authentication when the HDMI signal is interrupted during HDMI authentication, in a video signal output device and method. SOLUTION: The video signal output device and method includes a memory for storing whether an HDMI signal is being output or not, an HDMI processing portion for performing HDMI authentication, and a hot plug detecting portion for detecting the signal level of a hot plug signal inputted. When the hot plug signal is detected as Low and it is stored in the memory that an HDMI signal is being output, an HDMI signal is output without performing HDMI authentication, and after the hot plug signal is detected as High, HDMI authentication is performed.
