PROBLEM TO BE SOLVED: To suppress deterioration in reception characteristics caused by a signal from an uncontrolled terminal unit. SOLUTION: At a control channel assignment section 36, a frame formed by the time multiplexing of a plurality of time slots is prescribed, while the time slot is formed by the frequency multiplexing of a plurality of subchannels, and one of the plurality of time slots, where a prescribed frame is formed, is identified. Then, one of the plurality of subchannels with the identified time slot formed is assigned to a control signal. A radio resource assignment section 38 preferentially assigns a subchannel, except the subchannel assigned to the control signal to the terminal unit in identified time slots.
