PURPOSE: An electron emitting device and an image display device are provided to suppress activation in an activation suppressing layer by forming a nitrogen containing rate of the activation suppressing layer with the distribution of the film thickness direction. CONSTITUTION: An activation suppressing layer(2) is comprised of an insulation layer with the nitrogen. The activation suppressing layer has the distribution of a nitrogen containing ratio to a film thickness direction. An activation promotion layer(3) is comprised of the insulation layer with the lower nitrogen containing rate than the activation suppressing layer. Element electrodes(4,5) are formed on a substrate to face each other. A conductive film(6a,6b) is formed for connecting the device electrode. The conductive layer uses a minute particle layer made of the minute particle for obtaining an electron emitting characteristic. The conductive layer has a first gap between element electrodes. The conductive layer has a carbon layer(7a,7b) with a second gap. The substrate is formed by stacking the activation suppressing layer and the activation promoting layer. The nitrogen containing rate of the activation suppressing layer near the activation promoting layer is lower than the nitrogen containing rate of the activation suppressing layer near the substrate.
