A device and a method for encoding/decoding moving picture data are provided to decode an encoded bit stream in various types by the same information recognizing method. A tool box(415) comprises a plurality of functional units for decoding a bit stream. The functional units individually perform each process standardized in one or more decoding standards. A description storage unit(410) stores a partial decoder description for controlling a part and the whole operation among the functional units. A decoder forming unit(420) refers to one or more partial decoder descriptions. The decoder forming unit comprises the storage unit and a connection controller.
