PROBLEM TO BE SOLVED: To improve work efficiency by holding excavated sediment and easily removing the held sediment. SOLUTION: An excavating earth-removing apparatus and its method are provided with a sediment holding apparatus 20 enclosed in an inner pipe 1. The inner pipe 1 is rotated, and a fluid is supplied into an excavating jet pipe 6 provided in the inner pipe 1, and jetted from the excavating jet nozzle 3 to excavate sediment. After excavation is completed, jetting of the fluid from the excavating jet nozzle 3 is stopped, and a fluid is supplied into a cutting jet pipe 7 provided in the inner pipe 1, and the fluid is jetted from the cutting jet nozzle 4 to cut sediment in the sediment holding apparatus 20 in a direction to cross the axial direction of the sediment holding apparatus 20. The fluid is supplied into an injection pipe 28 provided in the inner pipe 1, and a fluid is supplied into an expansion body 21 from an injection pipe 26 to expand the expansion body 21. The sediment cut by jetting the fluid from the cutting jet nozzle 4 is held by the expansion body 21, and the inner pipe 1 is lifted to the ground side. The inner pipe 1 and the sediment holding apparatus 20 are placed in a separable state, and the sediment in the inner pipe 1 is removed together with the sediment holding apparatus.
