PROBLEM TO BE SOLVED: To provide a bill processor for discriminating whether or not a payment bill is fake.

SOLUTION: Disclosed is a network having a bill processor and a storage device. The bill processor has: a means for acquiring fake bill profile information from the storage device; a means for registering the acquired fake bill profile information; a means for discriminating whether a payment bill is fake on the basis of the registered information; and a means for rejecting a payment bill discriminated to be fake. Also, the storage device is characterized by having: a means for storing the fake bill profile information and a means for storing the stored fake bill profile information in the bill processor.
