<P>PROBLEM TO BE SOLVED: To provide a wireless communication system that achieves congestion avoidance and effective utilization of wireless resources by obtaining specific data (reservation target data) to be received by a receiver within a fixed period of time. Ž<P>SOLUTION: A wireless base station 20 has a transmission reservation control part 23 for setting transmission completion time of reservation target data, a transmission buffer 24 for accumulating non-reservation target data and the reservation target data, a scheduler 25 for assigning wireless resources to the non-reservation target data and the reservation target data in accordance with transmission priority, and a transmission reservation control part 23 for setting the transmission priority into the reservation target data in accordance with the transmission completion time.
