PROBLEM TO BE SOLVED: To properly evaluate the performance change of a tire caused by the change of the wearing configurations of the tire. SOLUTION: Two or more wearing configurations of tires are decided (step S102). Then, wearing tire models in such configurations that tires to be evaluated are worn are created only by the number of wearing configurations based on the determined wearing configurations (step S103). Then, rolling analysis is executed to the plurality of wearing tire models (step S104). Characteristic information showing the characteristics of the tires as the object of evaluation is acquired from the wearing tire model after the rolling analysis (step S105). Then, the variation between the characteristic information corresponding to the plurality of wearing tire models whose wearing configurations are different is calculated (step S106), and the performance stability of the tires is evaluated based on the calculated variation (step S107).
