<P>PROBLEM TO BE SOLVED: To quickly recover from a duty limited state when the limitation on the upper limit value and the lower limit value of duty becomes unnecessary. Ž<P>SOLUTION: When limiting drive duty DH to its upper limit value or limiting the drive duty DL to its lower limit value, an I term resetting processor 116 calculates back correction duty ΔDi corresponding to the upper limit value or the lower limit value, based on a limit value notification signal Sl that shows the upper limit value or the lower limit value from a PWM processor 112, and outputs the calculated correction duty ΔDi to a PID processor 114 as a reset value of I term components.
