PROBLEM TO BE SOLVED: To provide a suspension control device and a suspension control method capable of estimating a roll rate of a vehicle at high accuracy without influence of a turning condition. SOLUTION: When it is determined that a vehicle is under a transitional turning condition, a roll rate R11Str due to the turning influence is selected, and when it is determined that the vehicle is not under the transitional turning condition, a roll rate R11Bmp due to a road input influence is selected, and an estimation roll rate R11 obtained by combining the roll rate R11Str due to the turning influence and the roll rate R11Bmp due to the road input influence is set based on the selected roll rate.
