<P>PROBLEM TO BE SOLVED: To provide a valve device displacing a valve element smoothly even under a low temperature environment. <P>SOLUTION: The valve device has: a primary chamber body 110 with a primary chamber 110a to which fluid is introduced; a secondary chamber body 120 with a secondary chamber 120a from which the fluid is drawn; and a valve element 130 which makes the primary chamber 110a and the secondary chamber 120a communicate or intercept with or from each other, and also is provided with: an introducing channel 111 introducing the fluid to the primary chamber 110a; and an orifice 113 arranged in the introducing channel 111.
