<P>PROBLEM TO BE SOLVED: To minimize a load related to the synchronization of positional information databases among servers, and thereby to reduce a system load and cost. Ž<P>SOLUTION: When a VoIP terminal moves, positional information databases are firstly synchronized only between exchange servers at a movement origin and a movement destination. After this, when a calling from an exchange server having an unsynchronized positional information database is generated, the exchange server which receives this calling reports a positional information report message based on the latest positional information database to the exchange server at the calling origin. Thereby, the positional information databases are finally synchronized with one another at all the servers, and the exchange server calls again when receiving the positional information report message, and the positional information database also surely forms the speech link.
