PURPOSE: A wind tunnel testing apparatus and method are provided to measure the power and the moment which act on a rotator, and the rotation number and speed of the rotator accurately and efficiently. CONSTITUTION: A wind tunnel testing apparatus includes a supporting member(100) which tilts a rotator(11) at a specific angle to the direction of compressed fluid and includes a flow channel for actuating fluid, a locking unit(200) which locks or releases the rotator, a rotating unit(300) which rotates the rotator by the actuating fluid when releasing the locked rotator, and a sensing unit(400) which measures the clamping force which acts on the rotator by the Magnus effect during the rotation of the rotator.
