PROBLEM TO BE SOLVED: To attain the protection of a copyright by defining the number of backing-up times for contents of "Copy One Generation" by an owner of copyright. SOLUTION: In the digital information recording/reproducing device for recording/reproducing video information and audio information, when copy control information indicates permission of recording of only one generation, digital information, converted digital information obtained by converting the digital information into a predetermined bit rate, and copy frequency information are recorded. A recording/reproducing control circuit controls the operation of a disenabling circuit and the update operation of a movement control information update circuit according to copy control information. When the digital information reproduced from a recording medium or the copy control information of the converted digital information indicates permission of no more recording, and the digital information or the converted digital information is moved to the other recording medium, a permission frequency is deducted and the copy frequency information is updated to be recorded in the recording medium again, whereby disabling reproduction.
