PURPOSE: A protective device for a passenger is provided to maintain proper relative longitudinal position in the vehicle when an upper airbag and a lower airbag mounted on a safety belt are expanded. CONSTITUTION: A protective device for a passenger comprises a safety belt device, an upper airbag, a lower airbag(29), and a first movement restricting unit. The safety belt device has a shoulder belt part and lap belt part. The upper airbag is expanded from the shoulder belt part toward the front of a vehicle. The lower airbag is expanded from the lap belt part toward the front of the vehicle. The first movement restricting unit is downwardly extended from the lower part of the expanded upper airbag. The first movement restricting unit is arranged on the rear part of the vehicle of the expanded lower airbag.
