<p>PURPOSE: An apparatus for performing a transform coding against a transmission error of a video bit stream and a method thereof are provided to enhance the error restoration performance of the video bit stream when transmission error information are provided to a server in real time and an average transmission error rate is provided to the server. CONSTITUTION: A decoding member(110) receives a bit stream, and then decodes the bit stream into a video signal. A coding member(120) receives the video signal decoded by the decoding member and codes by performing an intra mode and a header addition for restoring an error according to a transmission error rate of a specific channel or a network where the video signal will be transmitted. The coding member comprises a discrete cosine conversion member(121) for performing a discrete cosine transformation for the video signal. A quantization member(122) quantizes the discrete cosine transformed signal. A variable length coding member(123) performs finally a variable length coding for the video signal, and then outputs the video signal as the bit-stream.</p> |
