<P>PROBLEM TO BE SOLVED: To provide an image reader and an image forming device for creating reference image data having higher precision as compared with before in the creation of reference image data for shading correction, and for preventing time for creating the reference image data from lengthening. Ž<P>SOLUTION: The image-forming device adopts a means for equipping an operation section that calculates an average of hue in a plurality of pixels arranged in a vertical scanning direction from image data stored by a storage section to set a threshold based on the average, determines a pixel of which hue is lower than the threshold as an abnormal place in a shading reference plate, and excludes the pixel to generate the reference image data.
