<P>PROBLEM TO BE SOLVED: To reduce a running cost when it is needed to add chlorine in the roasting treatment for incineration residue. Ž<P>SOLUTION: In the method of adding an additive to be a chlorine source and a reducing agent to the incineration residue, roasting and heating the incineration residue and detoxifying the incineration residue, an unwashed carbonized product generated from waste is used as the additive. Such an unwashed carbonized product contains about 3 to 5% chlorine and can be utilized as the chlorine source to be added when generating lead chloride from lead oxide and volatilizing it, and the running cost for the roasting treatment of the incineration residue is suppressed. Also, since the carbonized product is burned as well in the heating of the incineration residue, the waste of fossil fuel for heating is also suppressed. Further, since the carbonized product consumes oxygen inside a roasting furnace during combustion, there is the effect of rendering the inside of the furnace a reducing atmosphere, and an effect as the reducing agent for detoxifying hexavalent chromium as trivalent chromium can be expected as well.
