PROBLEM TO BE SOLVED: To provide an electromagnetic drive device which delivers high accuracy in cross phase between a magnet's magnetizing phase and a drive member fixed on the magnet, and to provide a method of manufacturing the same. SOLUTION: The drive member 8 to output a torque to outside is positioned at an initial position on the multi-pole-magnetized magnet member 5 of rotor R, while the magnet member 5 is phase-determined in a state of rotational phase which becomes the initial position against the magnetic pole of a stator. Under this state, a fixing means, which uses beams of light for light radiation over the drive member 8 formed of materials allowing light to pass through such that light can pass therethrough, integrally fixes the drive member 8 and the magnet member 5 while being free from any force from outside to manufacture the electromagnetic drive device that delivers high accuracy in phase between the magnetizing phase of the magnet member 6 and the drive member 8.
