PROBLEM TO BE SOLVED: To provide a vehicle monitor system in which a remote central monitor center monitors vehicles in parking areas and allows a vehicle owner to easily know that his/her vehicle is stolen, damaged or may be damaged. SOLUTION: A trouble occurrence determination means 24 detects that a vehicle 14 and a suspicious person who approaches the vehicle 14 move based on the amount of changes of images which are included in image data photographed by a monitor camera 22, and then determines that a trouble occurs in the vehicle. An image data transmission means 26 transmits image data determined as a trouble by the trouble occurrence determination means 24 to the central monitor center 30 through a communication network 16. Based on the trouble determined by the trouble occurrence determination means 24, the central monitor center 30 issues an alert to a terminal 50 of the owner of the vehicle 14.
