<p><P>PROBLEM TO BE SOLVED: To readily achieve a communication state desired by a user through a simple configuration like selection of priority items while maintaining the overall balance of a wireless communication system. <P>SOLUTION: A base station 120 in the wireless communication system 100 has an information transmitting unit 330 which transmits base station information comprising a transmission method, etc., to a mobile station, a request receiving unit 332, and a request execution unit 334 which executes communication with the mobile station according to the communication state indicated in a change request.
