A heating element unit has a band-like heating element (2) made in the form of a film sheet from a material which contains a carbonaceous substance and having two-dimensional isotropic thermal conductivity. The heating element (2) is sealed in a container (1). Each end of the heating element (2) has a heating element holding section (2a) held by a holder (3). The holder (3) has an engaged section (3a) on which the heating element holding section (2a) is wrapped, an engaging section (3b) for sandwiching the heating element holding section (2a) and mounted to the engaged section (3a), and a connecting section (3c) extended from the engaged section (3a) and to which the heating element holding section (2a) is engaged.
