摘要 <P>PROBLEM TO BE SOLVED: To provide a motion vector detecting apparatus capable of detecting a suitable motion vector from motion vectors responding to a plurality of motion compensating block sizes by a comparatively small calculation amount. <P>SOLUTION: The apparatus comprises a producing unit 101 for producing a first motion vector of an original image of a first block unit, a calculating unit 103 for calculating a third SAD by summing the minimum value of a second SAD in every second block obtained by dividing a first block, a producing unit 106 for each producing the second motion vector of the original image of a second block unit when a reduced amount of the third SAD relating to the minimum value of the first SAD exceeds a threshold value, and a selecting unit 109 for selecting the first motion vector if the reduced amount is below the threshold value, selecting the first motion vector if a first coding cost is below a second coding cost, selecting the second motion vector if the first coding cost is beyond the second coding cost, and then outputting the selected motion vector. <P>COPYRIGHT: (C)2010,JPO&INPIT
