<P>PROBLEM TO BE SOLVED: To solve a problem of producing powder having excellent make-up lasting quality, high moisture retaining effect and high powder stability. Ž<P>SOLUTION: The cosmetic powder is obtained by preparing cosmetic inorganic powder treated with a silane complex with an organic acid or alcohol or cosmetic powder subjected to double surface treatment by the silane complex treatment and hydrophobization treatment, constituting cosmetic formulation so as to include 1-60 mass% of the cosmetic inorganic powder or the cosmetic powder, forming slurry with a light isoparaffin or ethanol, packing the slurry into a substrate such as a metal dish etc., and molding.
