<P>PROBLEM TO BE SOLVED: To provide a method of manufacturing an organic EL panel 2, which can improve a sealing property of an organic EL element 9. Ž<P>SOLUTION: The method of manufacturing an organic EL panel 2 includes a step of preparing a base body equipped with an element substrate 4 of which in a central region an organic EL element 9 is arranged, a sealing base plate 8 arranged to face the element substrate 4, an adhesive agent 6 which is positioned between the element substrate 4 and the sealing base plate 8 and provides a gap G in a tip portion of the organic EL element 9 and pastes the element substrate 4 with the sealing base plate 8, a step in which a sealing material 7 is enclosed between the element substrate 4 and the sealing base plate 8 in a decompressed atmosphere, and a step in which the sealing material 7 is cured and seals the organic EL element 9 by the element substrate 4, the sealing base plate 8 and the sealing material 7.
