PROBLEM TO BE SOLVED: To provide a developing device and a developing method by which not only favorable image density and fog, but also the favorable reproducibility of dots and thin lines is achieved and high-resolution and high-definition image characteristics can be obtained even if used in various environments. SOLUTION: A developer contains toner particles comprising a binder resin, a polymer (A) having one of a sulfonic acid group, a sulfonate group or a sulfonic acid ester group, and a specified metal complex compound (B). A developer carrier has a resin coating layer formed on a substrate surface, the resin coating layer containing a binder resin, graphic particles and a compound having an imidazole ring, wherein an existence ratio of nitrogen atoms at a third position in an imidazole ring measured by X-ray photoelectron spectroscopy on the surface of the resin coating layer ranges from 0.02 atom% to 0.50 atom%.
