<P>PROBLEM TO BE SOLVED: To provide a hot water circulating electric heater for indoor use, wherein a hot water circulating panel is mounted on and connected to a heater unit box in which a circulating function section is compactly contained, the heated hot water is forcibly circulated to heat a heat dissipating panel without temperature irregularity, and the heat dissipating panel heats a space by natural convection. Ž<P>SOLUTION: A heat dissipating section 8 formed by suspending and supporting water circulating and heat dissipating panels 81, 82 by a frame member is integrally mounted on the heater unit box 1 compactly containing a heating and circulating function section formed by interconnecting through piping a water supply fitting 7, an air separating pressure tank 2, a circulating pump 3, and a pipe heater 4.
